Just a slight bit, not close to fluent.
I can read a fair amount more than I can speak and pronounce the words and phrases I know, very well. But getting around isn't much of a problem and the French are generally very receptive to tourists, especially Americans. Most of them can speak a little English and many can speak more. So I just talk to them the way I'd want to be in French and then tell them I only speak a little and they open up their English. Just always start any conversation with bonjour. It's considered rude if you don't.
